Not without the DEA's prior approval it isn't.

I am not sure you have this right. When I was involved the DEA approval was not difficult, they just wanted to know the security SOP and required safes for the seeds, not sure it was a permit. I think the USDA took longer. I think they were interested to know if it was marijuana or hemp. But then we were simply planning a small growing plot on US government soil, not private.
