Those are not new jobs. They are a smaller set of the previous ones needed to transport goods to all the stores Walmart put out of business. Walmart also does not contribute more to the local tax base than all the stores it displaced. For every Walmart shifting sales to its store location in community A, there's a loss in sales revenue for the surrounding communities without the store. Only if Walmart increased overall sales would your analysis be true, and that ain't the case. Overall sales are governed by the number of dollars in the customers' pockets rather than the number of Walmarts. Walmart's chief economic function is to equilibrate the economies of China and the US. Good for China but not so good for US.
