The roles which are "choke points" get their characteristic by their very nature, not because they are understaffed.

For a simple but not too real example, imagine A + B make some sort of widget but can't sell it, either because they don't speak the language or they aren't allowed to sell because of some sort of restrictive regulation. Person C can sell, and can demand the lion's share of the profits since A and B can't make doodly squat without him.

In practice, the restrictive regulation is based in ownership. Somehow C "owns" the right to sell widgets. This could be actual ownership, or maybe 'C' has the job of sales and A or B can't get that job because 'C' already has it. This is the usual case in a corporate environment.

At any rate, A or B have little chance of getting the extra profit via hard work.
