Monetization of assets was a way to take wealth from one place to another. That exception became the rule even if the assets didn;t need to to be monetized to be trasnported across borders.

Monetization of assets is a tool of diasporas. If you don;t have to carry your assets on a bag you don't need to have assets monetized.
