Tero hasn't done his China homework... he completely missed Mobile's prospective TD-SCDMA/EDGE network, which would be a viable contender if the government decides to rig 3G for the Olympics:

Three-legged race (From Wikipedia)
A favorite at community picnics and school carnivals, a three-legged race is a game of cooperation between partners as much as it is one of speed. It involves two participants attempting to complete a short sprint with the left leg of one runner strapped to the right leg of another runner. The object is for the partners to run together without falling over, and beat the other contestants to the finish line.

They can continue to stymie, hobble and sandbag W- and -DO, but there are serious and increasing pressures to get on with it, so who knows? I'd guess, in an eternally springing hopeful kind of way, that this State Council announcement is significant as far as time goes, and that Q, ZTE and Huawei, and Mobile's competitors will get some real action out of them within 3 months. Tero figures Mobile is too powerful to get stuck with TD, but it could be that Mobile has become too powerful period, and needs trimming. And the TD initiative is just too late. The State Council extended deadlines repeatedly, but also warned them in the past. Maybe they're not that dumb, and will let 450 kick in to boot. Been a long time between yeehaws.
