According to Syncrude, they consumed 1.5 million BTU per barrel of oil produced -- most of it for cooking the oil sands with natural gas. Since a barrel of oil has about 6 million BTU, the ratio is 25%, which is about what I remember from long ago when I bought COS. This energy probably does not include the energy expended for building the processing facilities etc. so the overall energy ROI is less than that, but not by much.
