Shiller is talking about how much prices have declined or are expected to decline. Those declines are underestimated because of the way he computes his methodology.

Losses refer to declines from where we are either today or last year (not sure).

But otherwise it is obvious what he is talking about. And the losses are real in that they affect purchasing power, attitudes toward spending, and retirement issues.
