Bush had them block paygo, because it would have meant his pet war had to actually be paid for instead of rung up on the nation's credit card. hill6.thehill.com Most of the (D) failures have been due to obstructing (R)'s and the fact the the (D)'s don't have the numbers to overcome their obstruction. People see this and the remedy is obvious.
