If you go through the history of the Anthony board and other related shorting boards of the late 90's, and I'm assuming that not all the trails were deleted, you likely will find hints and even open boasting about going to Canada and using the offshore accounts as more of a "bookie" operation than broker.

Basically, it seems to come down to a situation that if you were a good customer, with appropriate backing, the rules were not necessarily followed to a "T" so to speak or that interpretation would be done in a way to most favor no need for the necessity to deliver.

Canadian accounts were supposed to be for those domiciled. Yet, setting up of nominee trusts were used to circumvent, apparently with little definitive legal backing.

It is possible that further offshore havens were even superior in allowing this scam to reach its heights.

I know of at least one post that was removed where a hedge fund manager was goaded into pretty much admitting that his posts "created volume" that allowed him to cover. When pressed as to the effect on his "sheeple," the post was soon deleted.
