It is bad law because there are now urgent-care centers to handle these minor medical conditions.

I haven't read the law, myself, but, if emergency rooms really can't legally route skinned knees to urgent-care centers, that law should be amended as I suggested. Short of that, emergency rooms could discourage non-emergency use by sequencing patients such that it's not worth the, say, minimum 12 hours it takes to get one's skinned knee treated.
