One of the reasons people prefer employer paid is that the employer is eligible to set up a Section 125b Plan and make the employee portion tax deductible. If the scales were evened out that it would lower the resistance.

President Bush 43 proposed something like that, but was not willing / able to devote sufficient leadership to get the proposal into the national discourse.

Why should medical expenses be an income tax deductible item? Why not food, shelter (rent), etc.? Eliminate the deductibility and allow employers to deduct up to a fixed amount of health care subsidy and make people choose a plan that fits their life situation. Free markets inspire innovation.

Some bright insurance writer will probably come up with "Lifecycle" insurance that has different phases according to what you are likely to need and excludes coverage on unnecessary items. Young people would want pregnancy benefits and old people would want better long term care options. All of this should translate into savings for consumers.
