I agree something was going on at the TA. They simply ran out of OVIS certs. If the company was not getting required documents to them on a timely basis,(like the financials are on a timely basis), I wouldn't put my company at risk if I owned the TA.

A short postion can remain open indefinitely if there is a guarantee that there are shares with which one could eventually cover the short.
The holders of penny stocks companies always seem to be able to find creative ways to handle this type of transaction. I've seen it happen too many times to start trusting someone now.
