It appears easy enough to find people who will handle this kind of transaction in these places, if they can't find someone here in the US.

How is it done? They call their broker and tell them they want to sell now and deliver a year from now. I have seen it done when there is a level of confidence that the stock will be lower then. They don't need to borrow in this instance. They are already long.
