There is no certificate call. They already have certificates, which they can deposit at the time of the short.

In essence, they deposit 100,000 shares of restricted stock becoming unrestricted in one year and sell the stock short now promising to cover with the certificate on deposit. All they need to do is meet whatever maintenence requirements there may be along the way.
