Yes, there are such cases. Surely. Just with Powder not much seems to move for longer. As you said, often a Reverse Split was there with a penny stock .. so then more visibility came from the market. How many people are working for Powder ? Can not see anything in Yahoo anymore in Company Profile: finance.yahoo.com
