It's not that simple. The atmosphere breaks into layers and the gas in these layers tends to move in different directions and speeds. This creates a zone in which the mixing of gas between the layers is minimal and is analogous to the "glass" layer of a greenhouse in that it keeps the energy from one layer from just dissipating into the next layer. This effect is not dependant upon the amount of CO2, but has always been present in the atmosphere . (A similar division occurs in the water of lakes and oceans where a sudden temperature change at the Thermocline reveals where the liquid has been isolated in layers)
