On first blush, I would say the apparent decline is caused by the actual growth of the company itself, ie., it is easier for a company to increase earnings, say, from .05 to .10 per share (100%) than it is for an improvement from .10 to .20. They are both 100% increases, but the total dollar amount is considerably more in the second example. Added to this capitalizatin problem, is the inclusion in the rankings of many more smaller co.s, who have the advantage of smaller size and larger percentage improvements.

Just for the record, this appeared yesterday:

ST. LOUIS, Mo., Oct 10 (Reuter) - Engineered Support
Systems Inc said Friday its defense subsidiary has received two
contracts with a combined estimated value of $15.5 million.
The U.S. Army awarded the company a contract valued at $8
million for space heaters. Initial funding under the contract
of $3.2 million covers production of 360 units.
The other contract valued at $7.5 million from the U.S. Air
Force covers aerial bulk fuel delivery systems. The company
said it has received initial funding of $500,000 to develop
and test the system.
Engineered Support Systems and its subsidiary develop and
make military ground support equipment.

It's little items like this that make this conservative little co. such a powerhouse.
