Fairbanks Republican Rep. Jay Ramras filed a constitutional amendment today to allow the Legislature to approve a long-term freeze on taxes on natural gas production.

HOUSE JOINT RESOLUTION NO. 27

Proposing an amendment to the Constitution of the State of Alaska authorizing a contractual limitation on taxes related to the production of gas for the purpose of providing fiscal certainty for the construction of a natural gas
pipeline.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:

* Section 1. Article IX, Constitution of the State of Alaska, is amended by adding a new section to read: Section 18. Contractual Limitation on Taxes Relating to Gas Production. Subject to approval by a majority of the membership of each house of the legislature, the governor may provide fiscal certainty for the purpose of constructing a natural gas pipeline for the transportation of natural gas produced in the State by entering into a contract providing for a limitation on taxes related to the production of gas. The method by which the legislature may approve a contract or an amendment to a contract under this section shall be prescribed by law.

* Sec. 2. The amendment proposed by this resolution shall be placed before the voters of the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the State
