One notable change should be Mexico moving back up toward the top tier, where they were the prior year. Last year's survey was during a time of unrest in Mexico when the radical leftist Obrador was expected to win the presidential election, and then was talking about fraud and forming a separate government when he lost to the conservative Calderon.

Now, Obrador's shunned by his own party and Calderon's popularity has risen steadily (58.9% approval rating in a recent poll, nearly double Bush's), helped by a stable economy and a military crackdown on drug violence.

Add in the low labor costs in Mexico vs. the increasing Canadian costs, the far easier permitting, and the lack of environmental resistance, and Mexico is arguably the best place in the world for mining projects.
