What alternative metric do you have to calculate unemployment?

CJ correctly pointed out to me that I was wrong to an extent on this issue. If you consider the ave. unemployment rate under Bush vs Clinton, Bush's ave. looks much better. However, as I pointed out in a post to CJ, the unemployment rate at the start of Bush II's first recession was at a much lower level then the unemployment rate at the start of the recession Clinton inherited from Bush I. When Clinton took over, umemployment was close to 7.5% whereas with Bush, the unemployment rate was 4.0%. So naturally the average unemployment rate will be higher under Clinton even as unemployment dropped below 4% under Clinton's tenure.......a feat Bush has been unable to replicate.
