No. What you are describing is the General Fund in crisis. Social Security is in pretty good shape compared to the GF. Bush has been raiding SS to pay for the huge GF deficits, now the right wing wants to cut SS - they call it a "crisis" - instead of fixing the GF problems. This was the debate two years ago. One side said SS was in crisis (right wing meme), the other side said the General Fund was in crisis (Progressives). We won!!! I haven't heard Obama mention the GF problem (crisis) one time. He has the script backwards.
