And much of what is good, isn't necessarily worth the cost, or something that couldn't be done more efficiently or with less restriction on freedom by the private sector.

If it could be done better and more (cost) efficiently by the private sector then that's how it would have evolved. My "city" is about to incorporate. If a private company could provide better fire protection for cheaper you can bet that's the way we would go.
