Hucky seems to have a personal belief in redemption and forgiveness, as a part of his Christianity. Unlike Bush, who pardoned no one as Governor of Texas, I'm sure he also knew that releasing felons saved the state tens of thousands per felon. Hucky pardoned over 1000 felons.

The mean-spirited Bush loving (R)'s seem to find this unforgivable. Better to keep a 1000 felons who've seen the light in prison than to release one that hasn't by mistake.
