That doesn't solve the problem with 527s. Or the concept behind it.

You can never control the amount of money that goes into political speech without running right over the 1st amendment. It insults the intelligence to consider 527s like MoveOn.org and the Swifties "non-partisan," because everyone knows they aren't.
