If you want to run your A/C when the marginal cost of peak power is $1.00/kwh thats fine. Just be prepared to pay for it.

Doesn't look like that program saves the resident any money. What will work is a variable rate. But this will require a retrofit of meters. You need a program that pursues the customer's happiness, not the Governments.
