Even the Tandem "mainframe" class systems run off SGI chips
(MIPS, actually). Tandem quit developing its own chips three
server generations ago. Different world from s/390.

However the high-end scalable Tandem/CPQ servers won't move
wholesale to NT anytime soon, though key parts of the
architecture are being ported to wolfpack.
It might go all the way eventually,
but NT's too flakey for true 24x7 now, and it won't support
near-linear scaling either. I think CPQ will bring these two
ends of the market together in the long run.
