Most physicians I know avoid Medicaid patients at all costs - they prefer their pro bono work to not cost them a small fortune in silly paperwork. As you know, Medicaid is administered by the various states and is probably the program people are thinking of when they say Medicare is a mess. States have little interest in upgrading their Medicaid program operations because there are no votes for it in the legislature and most are strapped for cash.
