I got thinking about the implications of this, in between touchdowns. I wonder if you considered this one.

This would be the only mechanism wherein the feds can track everyone. Right now they have a registry of, say, retired people. They know who and where everyone is. This would include a universal ID card, which has a lot of opposition, as does a central data base.
