Actually, the Republicans had a chance to do something, since they owned both houses of Congress and the White House for 6 years. Only recently were the Democrats given majorities, but it's difficult for them to pass something good when Bush vetos everything.

Just wait until there's a Democrat President.

Nice try on your part to deflect the blame from Bush, though. Everyone, including all of Europe and the other signatories to Kyoto know that nothing will change until Bush is a part of history and not the present.
