It is in fact illegal. We had a young lad here in WI that had a feather collection for a science display at school that a warden confiscated and brought the kid up on charges. Fortunately someone higher in the food chain told the over eager moron to drop the charges and give the kid back his feather collection minus the eagle feather but it can get you arrested.

Native Americans are exempt for their head gear but of course need to find them not kill eagles for them.
