In most states there is already a high risk pool for people who cannot obtain insurance through other means. The premiums reflect the fact that all people in the pool have very expensive medical conditions. I don't know the details, but I suspect that most states that have them subsidize them already.

Duplicative government efforts are not only silly, they are inefficient and expensive.
