The thing is, they seem to have no compunction when it comes to using stolen/phony SS numbers. So why should they be concerned about driving without a license... Driving enables people, anything that acts as an impediment is good by me. If you can't drive, get insurance or rent a house etc sooner or later you'll decide the vacation is over and go home.
