Are you thinking strictly in terms of jacked up prices for shortage products in an emergency?

Say you are a baker and you normally sell bread at 100% profit, the industry standard, then there comes an increased demand for bread, say a recession and people can't afford meat so they stretch it with bread. If you jack up your profit rather than just baking and selling more bread as a response to the increased demand, that's profiteering. I think that's wrong. It's unkind and unnecessary. You're going to have a windfall with the greater demand for bread. Jacking up the price, to boot, knowing people have no choice but to pay it since it's still a cheaper alternative is IMO beyond the pale.
