Did he?

Yes he was captured first but that doesn't mean he was a higher priority but rather that he was an easier target.

Yes more soldiers where used (and continue to be used) in Iraq, but that is because of the circumstances in each country (esp. but not limited to the fact that on the outset of the war Iraq still had a large army, while the Taliban did not). That doesn't mean capturing Saddam was a higher priority.
