Government programs are almost never less expensive than private sector programs despite a profit margin for the businesses involved.

Sometimes they are, but usually only at the expense of providing poorer service.

Still more often than not they are more expensive. They might not start out that way, but they have less limits on growth as they don't have to have willing consumers, or make a profit.

In response to your comment about underestimating expenses and cost, look to the history of Medicare and Medicaid. Look at the cost estimates that where in place when they where originally voted in.
