I wasn't suggesting that they were. I was making a point about how it's unlikely we could have a tiered single-payer system with the relatively poor on the bottom tier. There are enough of them to vote themselves a better benefit.

In a single-payer system, employers would keep paying premiums for their employees.

I see. You're making that assumption. Yes, it could work that way, but I'm not sure that it matters whether the funding comes from employers or from the general fund. We still have half the population not paying premiums for higher tiers and we still have half the population that have the votes to not tolerate basic tier benefits, seems to me. Unless you expect Burger King to pay for top tier, which is unlikely, even for an optimist.
