How that is distributed is an "at the expense of" issue.

Wealth isn't primarily distributed from some central point (even with the large government we have today), it is created. If someone starts a business that meets the demand of consumers he is creating wealth, it isn't being distributed to him. Taxes and other factors will distribute some of it away from him, but to the extent that taxes fund worthwhile programs that distribution is to other people's advantage, as is his economic activity, and any charitable contributions he makes.

"At the expense of" only makes sense for scammers, rent-seekers, thieves, and those who create externalities greater than the value of the goods or services or labor they provide (for example a company that doesn't create a lot of wealth but that does create a very big environmental problem)
