There is a ton of evidence that it is true.

There seems to be a relationship between taxes and wealth. The poorer the state, the lower the tax burden.

Poorer states, have poorer people, who can't afford to pay taxes. In wealthier states their is more wealth to grab, so the government grab it.

(Edit - Possible confusion of terms here. I was using state in the generic sense. Different countries meaning different states, but even if you are referring to US states the same thing holds to a lesser extent)
