But the huge problem with Reagan/Bush was that after the recession ended in 1982, the spending and debt explosion went on and on and on and on.

My memory is that the tax cutting in the early 80s, without concurrent spending constraints, was not done for economic reasons. But rather for ideological reasons. You may recall the David Stockman quote that the point of that was to create a fiscal crisis in government funding which would lead to a reduction in the size of government.
