Their Pakistan offices were headed by Ahmed Khadr, a close associate of bin Laden. In 1989, the name of the org was changed to Mercy International-USA and it moved to Michigan. The "Mercy International" responsible for the embassy attacks was a sister branch of one formed by al-Qadi in July of 1995. al-Qadi himself registered it as "Mercy for International Relief Agency" in Ontario, Canada, and he described it as a sister organization.
