I'm not sure who "these people" in your post refers to. So I can't answer your question. I'll make a more general comment instead. I do think its reasonable that a person who cares more about something do more to make it happen. OTOH if it becomes an excuse where every time something needs to be done (not just how often you vacuum, or even other house work, but a general trend in life) one partner says "I don't care about it than why should I do it", you either have a situation where you have two people with incompatible values who probably shouldn't be together, or you have someone who really is shirking work.
