Yeah but they are not supposed to release those delegates until the convention.

They are not supposed to count at all. Hill was the only choice in MI, and since they didn't 'work' Florida, Hill wins on name recognition not policy.

Now she has those delegates in her back pocket if she needs them and can persuade the Dem establishment to seat them (likely).

Pretty clever really.
