It depends on what the meaning of "is" is. That report is bs, put out during the PGA Merchandising Show in Orlando. Can you read? It is 2005 data presented as present tense. It is garbage. How much do you think real estate values have grown from 2005 to 2008 to perk up that 4.1% growth rate?
