I didn't say "evil." I said "just plain wrong and harmful."

There are, though. You might not be one of them, but I definitely know people that believe those things, and the Republican platform is largely built on that. It's not so much that they don't want people to, say, relieve medical care, but they just want to make sure that they're not paying for it, and they'd rather the person suffer or die than have to pay taxes. Same thing with schools, wages...
