(I certainly would not expect such a policy from a Hillary administration. In Bill's two terms he didn't do bupkis for decriminalization... and neither of them shows any inclination to move toward harm-reduction policies now, either. Probably because the Clintons are essentially Authoritarians, and consistently advocates for an ever-bigger and more powerful and intrusive central government.)
