nwest, you make some good and valid points and here is where I can offer some level of background expertise.

Either way (whether by contract or PO) the payments would most assuredly be based on % of work performed and delivered.

I am not familiar with any Production Contract or PO system where the provider is paid a large sum up front. And even more so in a scenario such as one of the Big 3 being the one providing the contract for goods. This would be a risky business at best since anything could happen and ACII could be unable to deliver product after the money was paid.

However, having said that, there could be some sort of "Front Loading" of the terms to be paid very quickly, ie. materials purchased and stored at the ACII facility verified by Delivery Tickets, equipment purchased or leased and verifiably on site, additional manpower or O/T (often known as Mobilization) and some others that could be expounded on by other people here and more knowledgeable in the Machining Industry.

Just my 2 cents worth. But I do see the wheels of success turning in this "Little Company that Could", choo, choo!!!
