Iraq was never any threat. Nor was Vietnam. Nor was Nicaragua or El Salvador. Nor really was Cuba, except when they went too far and Kennedy stood up to them.

The real threat was the war profiteers and ideologue hawks on both sides of the Cold War who were in the BUSINESS of permament war. It was and stil,is a huge business and Eisenhower warned us it will destroy us if we don't regulate it, curb it and oversee it.
