Yes there has, the Tonkin Resolution(Sp?), War Powers act, and I forgot what they called it for Korea, but all gave up power to the President, the same authority has been given for the WOT and Iraq specifically. Any law, resolution, or act of congress that authorises miltary action falls under the Declarition of War clause in the constitution. This way the politicians can deny it but it gives the same power to the president.
