I worked in the social services field in the 60s and 70s, and some of the policies were very destructive for families. They discouraged the formation of a family unit by denying benefits when there was a man in the home, making it much more "profitable" for a woman to be unmarried, not working, and on ADC, Medicaid, subsidized housing, and Food Stamps, than for a couple to stay together and try to scrape by. The programs rendered the male not just superfluous, but an obstruction.

As much as welfare programs can help, they also have had unintended and longterm negative consequences for certain groups.
