Be that as it may... the FACT remains clear: Was NOT a formal, constitutional, Declaration of War.

We have NOT had one of those since WW II and (to mention a point that DR. Paul has made several times): the actual results of our nation's warring efforts has SUFFERED because of that simple fact.

(A Declaration of War demands national unity, overwhelming support in the Congress to pass. It unites the nation in a common effort and enables the national sacrifices that are often required... whereas slipping in through the 'back door', starting little dust-ups small and then trying to escalate them into major wars ignites the justifiable opposition of the American people... as their opportunity to express their political will is short-circuited. That likely explains why America is usually so very successful when it declares Wars... and experiences such difficulties when the Executive tries to 'pull one over' on the American people.)
